Conservation Law Foundation: Climate Law, Environmental Justice, & Offshore Wind Development

Darrèll Brown will speak on “Rhode Island’s Act on Climate Law and its Implementation.”
Darrèll is the Vice President for Rhode Island for CLF. He most recently held the position of Director of the Charles County Economic Development Department in Maryland. Prior to that, Darrèll served as Executive Director for the District of Columbia Small Business Development Center at Howard University. Darrèll has a Rhode Island pedigree, as he previously held the following positions in the Ocean State: Counsel to the U.S. Senate Judiciary Committee, Director of State and Local Relations for Brown University, Director of Economic Development for the City of Cranston, RI, Policy Advisor for Business and Economic Development for the Governor of Rhode Island, Chief of Staff for the Office of the Attorney General of Rhode Island, and Director of Urban Policy and Development for Rhode Island Economic Development Corporation. He began his legal career as a Legislative Aide in Washington, D.C., and served a year as Assistant Attorney General in the Virgin Islands. Darrèll holds his J.D. from Howard University School of Law and a B.A. from The American University. In his free time, Darrèll enjoys being with family and friends. He is a fan of jazz music and enjoys the game of chess.
 
 
Britteny Jenkins  will speak on “Environmental Justice and its Meaning and Importance.”
Britteny is the Vice President for Environmental Justice at CLF. She most recently worked as Policy Director for the Democratic Attorneys General Association and its affiliated 501(c)(3) and 501(c)(4) organizations.  Prior to that, Britteny worked in the U.S. House of Representatives, including holding the positions of Staff Director for the Subcommittee on Environment for the House Oversight Committee and Chief of Staff for Congresswoman Rashida Tlaib.  Britteny holds a J.D. from Washington and Lee University School of Law and a B.A. in Economics from East Carolina University. Britteny recently moved to Dorchester with her husband, Brian, and her pup, Rookie. In her free time, Britteny enjoys watching early 2000s romantic comedies, running, and traveling with her family.
 
 
Richard Stang  will speak on “Offshore Wind Development.”
Richard is a Senior Attorney in the Rhode Island office of CLF, working primarily in environmental justice and clean energy advocacy. He began his legal career in New York City at Kelley Drye & Warren, where he focused on the development and permitting of combined cycle cogeneration power plants designated by FERC as a “Qualifying Facility.” He moved back to his home state of Rhode Island and joined the law firm Adler, Pollock & Sheehan. There he focused on that firm’s energy project development, legislative, permitting, and commercial real estate development practice. Richard then joined the Rhode Island Development Corporation and served as its in-house General Counsel for four years before taking an in-house General Counsel position for a venture-funded, internet start-up company.  Richard spent the balance of his legal career as a solo attorney focusing on technology transfer, renewable energy development, commercial real estate, and municipal zoning, and permitting. Richard volunteers as the Lecturer for the Westport Grange where he develops and facilitates presentations, seminars, and programs on topics such as permaculture design, composting, seed saving, reducing, reusing, and recycling consumer plastic waste, and living a regenerative lifestyle based on local community mutual aid and self-reliance. In his free time, Richard likes to spend time with his wife and three children, two pet dogs, cat, and rabbit, or working with his chickens in “Billy” – the suburban permaculture food forest at his home in Westport, Massachusetts.
